Abstract:
To uncover ways the city of Hayward can better foster resident entry into fouryear colleges and improve career pathways, this policy brief will explore the gaps and missed opportunities in policies and partnerships. Qualitative research was conducted through interviews with key stakeholders, along with a survey to gain firsthand knowledge on what policies and programs are working, where policy gaps are and the ways that connectedness between educational programs can be improved to better support outcomes.Quantitative research was also conducted through researching California State data, academic journals, and local HUSD data.
